These ar under c:\mrtg-2.15.2\conf on my server, the routers2.cgi and routers2.conf are under wwwroot/mrtg where I have the RRD log files.

This can confuse several of the filename expansion routines. I suspect that you have a .cfg file, or directory name, with spaces in it which is causing the problem - possible with a name starting 'mrtg'.
