This would indicate that the RRD file does not (yet) exist.
This would be because either:
1) There is a syntax error in the CFG file and MRTG refuses to process it, or 2) MRTG is not able to contact the remote device (incorrect SNMP comunity, firewall, ACL, device down, etc), or 3) MRTG is not being run on the CFG file yet (maybe you havent scheduled it or added it to your master cfg file if you have one), or 4) You have a permissions problem on the RRD directory and either MRTG cannot write to it, or the web frontend cannot read it
