The message says it is unable to read the RRD files for a particular target.
Check that the RRD fail actually exists. If not, then MRTG has not run successfully; check that you can run it from the command line, as the correct user. If it doesnt, there may not be write permission for the MRTG user to the directory that should hold the RRD files.
If the RRD files do exist, check that the web server user can read them, and has access to the containing directory. This is likely the reason that they are not accessible.
