It appears that v1.2 of RRDTool has much better support for unicode, multibyte and extended characters. I have not tested this yet, but in this case it should be possible to get various non-ASCII characters into the graphics.
In this case, we might have to have multiple versions of the language packs for people blessed with v1.2 versus people still on v1.0; I will let you all know once I have installed v1.2 for testing here.
