Extending the length of the RRAs is much simpler than changing the step size. When the step size changes, so do all the RRA definitions and RRD internals; this is why the step size cannot be changed with rrdtune. Similarly, the rrdextend script is only intended to double the size of the RRAs (something no longer required with standard MRTG, as the current version already creates RRD files with sufficiently long RRAs)
