This generates a hot-air balloon. If done using the 'balloon' plan, then it appears at ground level (where clicked). However, the autogenerate plan _balloon_auto will place it about 40 blocks above in the air. This is set to autogenerate at about 100/100,000 which seems easily enough

A later version will include a random chest on board, and possibly a villager as a pilot...
