Use the PageTop directive.
If you want this on EVERY page, then use the pagetop in the routers2.conf. Otherwise, have mrtgpagetop=yes in the routers2.conf, and use the PageTop[] directive in the cfg files.
The PageTop can contain anything -- it is inserted after the <BODY> tag on the main (graph) page only.
If you need more control, then you'll have to modify the routers2.cgi code itself. There are several places to do this, look for the start_html function calls.
