I have not tried this -- here we are moving from RH9 to Debian.
One caveat to be aware of, is that if you use speedycgi, some versions of apache are not compatible.
Otherwise, since MRTG/routers.cgi are perl, they should be portable with no issues. I'd suggest you get hold of an old desktop or server, and install it as a test. Half a day's work and you should have conclusive proof one way or the other.
I'd also be interested to hear of different architectures that have routers.cgi working successfully.
