The routers2.conf is the config file for routers2.cgi and is different from the MRTG *.cfg and multi.conf files.
Put the multi.conf file in with your MRTG .cfg files (these shouldnt really be in the bin directory I think, although it will work)
Then, in your routers2.conf, have the cfgfiles line:
cfgfiles = *.cfg multi.conf
which adds multi.conf to the list of files that routers2 recognises as device definition files.
