I have just tested this on our system, and the 'withpeak = no' option in the [routers.cgi] section of routers2.conf works as expected. Can you check to make sure you have 'withpeak' and not 'withpeaks', also that it really is in the [routers.cgi] section, and that it is not overridden by another 'withpeak = y' definition in this section or a per-user section?
If you look at the verify page ( /cgi-bin/routers2.cgi?page=verify ) then at the bottom you can see the list of global settings. Make sure that it has indeed picked up the 'routers.cgi-withpeak = n' definition.
