First, put SOMETHING on the Target[] line, even if it is just dummy text.
Next, you need to make sure that the WorkDir: and other global options are also set in this file so that the RRD files can be found. I suspect this is why the RRD files canot be found as the default Workdir (as defined in the routers2.conf) is being used in the absence of any WorkDir in the server1and2.cfg file.

Sometimes, it is better to use Include: to include the component cfg files, then add the additional directives (or override existing ones)
