It sounds as if you do not have the Perl GD libraries installed correctly. This will stop both rrdbar and compact from working.
If you have Windows, use 'ppm install GD' to install the GD. This may not work with Activeperl5.8 (unless they have now added it).
If you have UNIX, you need to make sure you have the latest /usr/lib/libgd.a and /usr/lib/libgd.so (2.x). You can get these from and compile them if you need to. Then download the GD.pm perl library from and install this. You MUST compile and install the GD.pm AFTER installing the libgd C library.
You can also look at the routers.cgi?page=verify page, which should tell you about your current GD library status.
