You have either not installed the script correctly into the cgi-bin directory, or else you have not correctly configured your web server to treat it as an executable script.
If you are using Apache, then it should work provided you have the script in the cgi-bin. Make sure the first line correctly specifies the location of the Perl executable.
If you are using IIS, then you need to make sure you have associated the .pl extension with the perl.exe executable. More details on this should be on the Activeperl website from where you obtained perl. Then make sure the script is called routers2.pl and in the cgibin directory.
If you have not yet installed perl, then that is a major problem! However, you should have installed in in order to be able to run the install.pl install script for routers2.
